Deliveries earn experience. City ratings shape the result.

The Tycoon dev blog describes 18 growth levels. Passenger and required-cargo deliveries earn experience, while six city ratings affect how effectively that experience produces growth. Those ratings are reputation, satisfaction, delivery, traffic, noise and pollution.

Local passenger trips earn less experience than trips from other towns. More complex cargo can earn more experience, but a longer production chain adds more points of failure. These are confirmed relationships, not a formula for predicting population.
